Abstract: The article substantiates the conceptual foundations of normative algorithmic governance of economic systems amid the growing role of algorithms in economic decision-making and implementation. The aim of the study is to substantiate the normative foundations of algorithmic governance of economic systems and to develop a conception for reconciling economic efficiency, societal well-being, social justice, and institutional legitimacy in decision-making by artificial intelligence systems. The methodological framework is based on systemic, institutional, and normative approaches, complemented by the principles of interdisciplinary analysis of the economic, social, and societal consequences of algorithmic decisions. Normative algorithmic governance is conceptualized through interconnected economic, social, societal, and institutional dimensions, respectively oriented towards economic rationality, social justice, societal well-being, and institutional legitimacy. It is substantiated that the normative quality of algorithmic governance is determined not by the maximization of a single criterion but by achieving an acceptable balance among these measurements. The principles of normative algorithmic choice and its role in ensuring the legitimacy and societal acceptability of algorithmic decisions are identified. The practical significance of the findings lies in their applicability to the development of economic governance algorithms, decision-support systems, and relevant institutional regulatory mechanisms. A promising direction for further research is the development of criteria and procedures for assessing the normative quality of algorithmic decisions and their empirical validation. The scientific value of the study lies in the conceptual substantiation of normative algorithmic governance as a mechanism for reconciling economic efficiency, social justice, societal well-being, and institutional legitimacy.
