Abstract: The article substantiates the theoretical and methodological foundations for forming a system of principles and criteria for evaluating the efficiency of urban transport system management in the context of accelerated urbanisation, growing population mobility, and the digital transformation of urban infrastructure management. The essence of the concept of «efficiency of urban transport system management» is revealed as a multidimensional category that integrates the economic, social, environmental, technical-technological and institutional components of the functioning of the city’s transport complex. The criteria for evaluating the efficiency of urban transport system management are systematised into five functional groups (economic, social, environmental, technical-technological, institutional-managerial) together with the corresponding measurement indicators. The author’s system of principles for managing the urban transport system is proposed (systemity, customer-centricity, multimodal integration, sustainable development, digitalisation, adaptability), forming the methodological basis for building a balanced management model. A multilevel conceptual model for evaluating the efficiency of urban transport system management (Urban Transport Efficiency Governance Model) is developed, revealing the mechanism of alignment of strategic, tactical, technological and operational management levels through a system of feedback loops. It is found that the integration of objective digital monitoring tools (intelligent transport systems, Big Data, GIS analytics) with classical evaluation methods allows increasing the validity of managerial decisions regarding the development of urban transport infrastructure. The obtained results can be used by local self-government bodies and urban transport operators to shape efficient transport policy.
