Abstract: In classical tax theory, the tax system is analyzed primarily in terms of fairness, stability, horizontal and vertical equity, as well as fiscal and economic efficiency. However, resilience has only recently emerged as an important dimension of tax system analysis, although its importance has grown with the increasing vulnerability of national economies to unexpected threats arising from global shocks. The aim of this article is to summarize existing conceptions regarding tax system resilience and to identify its key determinants, thereby providing a basis for identifying ways to enhance tax resilience. The study employs methods of theoretical generalization and synthesis, as well as system analysis and structural and functional analysis. The article clarifies the concept of tax system resilience and examines its relationship to adaptability and flexibility. The article identifies the main criteria indicating a loss of tax system resilience. Based on a review of the literature on tax system resilience, its main determinants are identified and grouped into the following categories: systemic factors; factors affecting the resilience of particular taxes; and the institutional capacity to implement timely adjustments to tax policy in response to changes in the economy and the state of public finances. These determinants are further supplemented by the efficiency of tax administration; the institutional capacity of tax authorities and law enforcement agencies to combat aggressive tax avoidance and tax evasion; an efficient legal system; the scale of the shadow economy; the level of corruption; and a country’s dependence on financial assistance from international organizations or other countries. The study concludes that identifying the determinants of tax system resilience enables governments to adjust both tax policy and public policy more broadly, thereby reducing the vulnerability of tax and fiscal systems to global shocks. Alsothe main directions for enhancing the resilience of Ukraine’s tax systemare identified.
Keywords: tax system resilience and sustainability; tax elasticity and volatility; determinants of tax system sustainability.
