Abstract:
The study aims to comprehensively examine the theoretical, methodological, and practical foundations for optimizing communication processes within public administration and management organizations amidst large-scale digitalization, GovTech development, and hybrid security challenges. The research integrates general scientific methodsof analysis, synthesis, comparative, and structural-functional modeling. To assess digitalmaturity and network readiness, we analyzed international benchmarks like the Network Readiness Index (NRI), Online Service Index (OSI), and E-Participation Index (EPI). An economic-mathematical method for calculating an integrated communicative-digital development index at municipal and State levels was utsed to provide quantifiable metrics. The study substantiates the conceptual foundations of Algorithmic State Architecture (ASA) and artificial intelligence integration into public communications. We analyzed the quantitative and qualitative outcomes of introduction of GovTech tools (focusing on the «Diia» and «Diia.Osvita» ecosystems)in Ukrainein 2025–2026. A comprehensive four-dimensional model for assessing public communicative capacity was developed, integrating normative-organizational, technological-operational, content-related, and socio-psychological dimensions. A classification of crisis communication models during martial law has been proposed. The efficiency of modern public communications depends on moving from reactive, one-way information sharing to symmetric, inclusive dialogue based on human-centeredness, transparency, and empathy. The need to develop unified regulations for using social media and to improve media literacy in the government apparatus has been proved.

Keywords: public administration; GovTech; crisis communication; «Diia» ecosystem; Algorithmic State Architecture; communicative capacity.
