The article justifies importance of use of the training form of teaching in higher educational establishment when training a competent specialist. It marks specific features and advantages of the use of trainings in the teaching process. The training, proposed for the master degree of “Economy of a Company” specialty, identifies main professional competences, for formation of which it is directed. An organisational structure of the training, which allows efficiently plan time for its conduct, has been developed with the purpose of introduction of the training into the teaching process. The article offers independent work for students – training participants and a system of control and evaluation of the formed competences of a specialist on economy of a company. It forms a system of criteria of assessment of results of the training education and determines a consequence of formation of the training assessment.

“Communication Activity” – Category and Notion: Ontological Differences, Specific Features of Study and Development (p. 377 - 383)

The article provides categorisation and development of the essence of the “communication activity” notion. It marks out in the “activity” category, apart from the communication one, production, consumption and cognitive. It marks out in the “communication” category the communication process, communication structure, communication system, etc. It states that joining two categories – “activity” and “communication” – caused joining the contents of two relevant notions. It also states that the problem of correlation of the notion and category is the problem of correlation of the content of statements about a certain notion with this category. It analyses the existing classical definitions of the terms “notion” (process of conceptuation) and “category” (process of categorisation). As a result, it shows consequence in the process of development of the scientific study. The article studies specific features of formation of categories and notions, identifies their correlation in the process of creation of scientific and methodological notional basis of the study and reveals functions of notions and categories in their correlation. It states that one of the main functions of the notion, and, as a result, of the process of conceptuation, is attaching a clear shape to the studies phenomenon through marking out the common. Additionally, the article specifies the gnoseological aspect of explanation of categories, when the phenomenon is perceived earlier than the essence and existence aspect of category explanation are determined, when the essence of existence is prime.

Development of Scientific and Methodical Approaches to Estimating the Cost of the Banking Business (p. 236 - 241)

This article is aimed at systematizing of scientific and methodical approaches to estimating the cost of banking business. The purpose of the article is expanding and informative updating of the existing scientific and methodical approaches to estimating the cost of the bank business, taking into account the systematized specifics of doing the banking business. The factors, which cause a direct influence on formation of the banking business, have been explored. It has been found that the need for determining the cost of banking institutions in Ukraine was formed fairly recently, due to the relatively young age of the national banking system. Given the growing level of competition in the financial services market and the active participation of foreign investors in the capitalization of the Ukrainian banks, one can conclude about the significant increase of business value as object for estimation. The article proposes to study the cost of the banking business in the context of the information environment, which is of interest to a broad range of contractors and is able to assess the effectiveness of management, success, sustainability and investment attractiveness of bank.

Structural Relationships of Strategic Plans in the System of Hierarchical Planning for Restructuring the Enterprise (p. 241 - 248)

The article is aimed to define the main lines of the plan, which should provide the consistency of all the plans in the system of the multilevel, hierarchical and continuous planning, elaborate methodological guidelines and methodological techniques to ensure their consistency at the highest levels of strategic planning, identify the issues and tasks that are subject to mandatory consideration and deciding when building the systems of hierarchical planning. A necessary condition for the functioning of such systems must be the constructional (structural) consistency across all plans in the system, the provision of which may be based on assumptions about strategy, strategic, tactical and operational plans as the plans, which have an identical structure and different levels of detail for the main components; on standardization of the describing items of each typical component and on complex of the hierarchically structured classifiers. On the basis of these submissions, an approximate structure of enterprise's strategy as a top level hierarchy plan has been substantiated and the targets for further research have been determined, which are to be addressed for the methodological supporting the decomposition of corporate strategy in the complex of strategies by the main types of enterprise's activity.

Methodical Approaches to Estimating the Bioeconomy Potential in Ukraine (p. 29 - 34)

Given the topicality and the globality of trends of bioeconomy in the world and in Ukraine, it is necessary to elaborate appropriate methodological approaches to estimate its resource potential. Thus, the aim of the article is creation of a system of indicators that can be used as characteristics of bioeconomy potential, as well as conducting relevant calculations by regions of Ukraine according to the developed methodology. Specific economic-statistical indicators for analyzing the development of bioeconomy are virtually non-existent at present. From the existing totality of indicators, as reflected in the statistical databases, the most significant are the normative monetary evaluation of arable land; the forest area by regions; production rates of aquatic bioresources; indicators of the technically feasible potential of solar, wind, hydro and bioenergy. Because these figures are not comparable, the so-called normalization of the specified indicators becomes necessary, on the basis of which, considering the weighing coefficients taken from expert assessments, indicators of the capacity of arable land, the forests, the presence of aquatic bioresources, the capacity of solar, wind, hydro and bioenergy, which are integral components of resource bioeconomy potential, can be calculated. The proposed methodical approach allows to calculate the relative level of bioeconomy potential for each region of the country and identify those of its components, which require priority attention. This methodology also allows to rank all areas in terms of bioeconomy potential and identify the positive and/or negative trends observed at the present stage of its formation. This will help to reasonably determine the goals of the both State and regional policies to stimulate development of the bioeconomy in a particular region of Ukraine.

Relevance of application of the methodical recommendations for controlling logistic activities at the machine-building enterprises has been substantiated. A master list of controlling phases as to logistic activities at the machine-building enterprises has been proposed.

A Methodical Approach to Strategic Controlling of the Export-Import Activity of Enterprise (p. 242 - 248)

The article expounds a methodical approach to strategic controlling of the export-import activity of enterprise, which is scientifically based and takes into account peculiarities of the current economic conditions of enterprises' functioning. It has been proved that strategic controlling should be implemented according to the following stages: 1) to conduct an analysis of the external environment of enterprise; 2) to conduct an analysis of the internal environment of enterprise, which carries out export-import activities; 3) to determine the place of export-import activities within the economic activity; 4) to conduct an analysis of the characteristics of methods of strategic management of the export-import activity of enterprise; 5) to substantiate strategic controlling at the enterprise as a subsystem of strategic management; 6) to form a system of strategic controlling of the export-import activity of enterprise; 7) select both tools and analytical procedures for strategic controlling of the export-import activity of enterprise; 8) to conduct an analysis of efficiency of the export-import activity of enterprise for the purposes of its strategic controlling; 9) to implement the procedure of «purposes – optimization – forecast – fact – deviation»; 10) to develop management decisions regarding the selection of the priority directions of development strategy of the export-import activity of enterprise on the basis of the results of its strategic controlling; 11) to oversee fulfillment of the managerial decisions. This methodical approach provides to technologically implement strategic controlling of export-import activity at the enterprise.

Evaluation of the Level of Formation of the Economic Security of Ukraine and the EU Member States (p. 293 - 297)

A methodical approach to assessing the level of economic security of the world countries, which is based on a combination of international indexes has been developed, which characterizes the economic, political, social and spiritual components of security of the national economy and requires a three-tier structure of calculating the level of security of the national economy. This allows to substantiate the clustering of countries to assess and diagnose the level of security of the national economy and the choice of cluster for the countries to be integrated. Evaluation of the security level of the country's economy involves use of such methods: correlation, cluster analysis and method of taxonomy, provides for identifying both the level and the imbalance of development, and could serve as a basis for the economic security of country in the context of the strengthening of integration processes. A clustering of Ukraine and the EU Member States has been carried out according to the level of economic security. The most problematic characteristics of the security level of the Ukrainian economy as a representative of the third cluster have been identified as follows: economic globalization, uneven economic development, macroeconomic environment, level of infrastructure, development level of the financial market.

Principles as a Basis for the Methodology of Logistics Management (p. 261 - 266)

The article is aimed at studying the principles as a basis for the scientific methodology of logistics management. Analysis of the literature has showed that effective logistics management should be based on a scientific methodology moving from knowledge to practical use of existing laws and developing on this basis principles, methods and mechanisms for the management of economic activities, aimed at achievement of the goals defined. The author, according to her own vision, claims that logistics management is a set of functions that are being implemented on the basis of system approach, development of an integrated management mechanism that would took into consideration the impact of external environment and would provide the relationship between goals and objectives in the context of a specific economic entity. It has been proven that scientific methodology of logistics management should be understood as the totality of principles, methods and tools in terms of logistics organization, which, based on both economic laws and examination of the factors influencing the logistics activities, would provide the scientifically sound management. The suggested process of the formation of logistics principles must include the four stages, which are described in the article. Prospects for further research in this area are systematization and standardization of the terminology used in logistics, in order to avoid inaccuracies and repeats of the definitions given by scientists.

The Role and Characteristics of Methodology of Monitoring In the Creation and Functioning of Territorial Production Systems (p. 245 - 249)

Contemporary conditions for management of regional structures and territorial organizations by the actors of agrifood sphere provide new goals for the theory and practice of economic monitoring. The most important of these goals is advocating the creation of universal theoretical-methodological materials on economic monitoring that help to explore the various aspects of activity over a period of time and meet the requirements of building such systems together with organizations by actors of agrifood sphere. The methodology represents an essential element of the method to ensure a cost-effective development of the monitoring subsystem, therefore development, approval and transfer of theoretic-methodological materials, as well as instructions from the subsystem of monitoring the territorial production systems should be implemented first and foremost, preceding the project works as to other types of providing the function. Among the prospects for further research in this area of particular relevance are the components, aimed at defining the whole range of issues as to improving the methodology of the monitoring subsystem in functionally developed systems for strategic management of the regional structure and territorial organization of the entities of the agrifood sphere.

The Methodical Foundations of Evaluating the Development of Labor Potential on the Meso-Level (p. 170 - 175)

The article is aimed at generalizing and supplementing the methodical foundations of developing labor potential on the meso-level. The methodology of writing this article consisted of the method of analysis and synthesis, method of induction and deduction, method of theoretical generalization, monographic method, systematic approach. The existing methodical approaches to evaluating the development of labor potential have been analyzed, in particular: resource, factorial, effective, value (cost), integral, and subjective approaches. It has been concluded about applicability of provisions of resource, factorial and integral approaches for evaluation of regional labor potential. On the basis of partial synthesis of the elements of resource, factorial and integral approaches, methods for evaluating the development of the regional labor potential have been elaborated. Specific feature of the elaborated methods is allocation of both quantitative and qualitative development of the regional labor potential, implementation of its matrix and criterial diagnostics.

The Prospective Vectors of the Theoretical-Methodological Researches on Formation of the Production Value Added (p. 281 - 284)

The article is aimed at substantiation of the prospective vectors of the theoretical-methodological researches on formation of the production value added. In the world’s scientific schools, the issue of formation of value added is being considered for years and its methodological substantiation is being implemented in planes of its identification with the resulting factor of an enterprise management model, the result of economic processes in the chain of value creation, a set of specific actions (operations) at every stage of the «movement» of production from raw materials to the finished goods. A hierarchical approach to the theoretical-methodological substantiation of formation of value added should be used in the context of matching the stages of creating, adding, reproduction of value added with the local, regional, and national levels of the country’s economic system. The process approach should be used when examining aspects of the intrasectoral, wholesale, and retail pricing, formation of logistics chains and systems of the vertical integration of enterprises. A substantiation of formation of value added should be the implemented with matching the limits of conceptual explorations and the content of the context of research within these limits. An evaluation of efficiency of formation of value added should be considered as a comparison of the results of processes in which it was obtained with the resources, which were spent on its formation.

The Concept of Economic Security of Enterprise in the Context of Different Methodological Approaches (p. 443 - 448)

The article analyzes contemporary interpretations of the concept of economic security of enterprise and suggests their systematization in the context of protective, sustainable, resource-functional, competitive, harmonizing, and complementary approaches. On the basis of analysis of the existing interpretations of economic security of enterprise in the context of each approach has been formed a comprehensive view on the nature of the studied category by systematization of its resource-functional elements, target guidelines and objectives, influencing factors, efficiency criteria. The author’s own definition of economic security of the enterprise has been suggested, according to which it is as a complex activity, which is directed to efficient formation and use of resource potential of enterprise in various functional spheres to provide its sustainable functioning in a volatile economic environment. The detailed study of methodological approaches as the basis for cognition of the essence of economic security of enterprise is the basis for further scientific researches on the influence of risks on its economic security in conditions of cyclical development of economy and the development of methodical instrumentarium of risk management with the purpose of sustainable functioning of enterprise.

Methodological tools for researching institutional influences on organizations. (p. 20 - 26)

Institutional theory predicts that organizations consider social fitness and conformity to institutional environments as more important then technical and economic needs and this social conformity over time results in homogenization on the macro level. The theory is well supported by empirical evidence but at the same time there is a tendency for many researchers to misinterpret their data and arrive with confused and distorted conclusions. This paper makes attempt to analyze two major methodological approaches in institutional studies – quantitative and qualitative analysis of institutional effects on organizations. We analyze these two approaches with regard to their ontological and epistemological fit with theoretical apparatus of institutional theory and suggest strong and weak sides of both methods. The paper concludes with a suggestion that qualitative methods are more useful in interpreting data while quantitative approach fits better for empirical tests and theory refinements.

Evolution of the Methodology of Researching the Competitive Advantages of Leadership (p. 348 - 352)

The article is aimed at researching the evolution of methodological issues of competitive leadership of countries, which in the conditions of globalization acquires a qualitatively new content and format and «are dissolved» in numerous theoretical-methodological and applied dimensions. Researching the evolution of the category of «competitive leadership» gives grounds to assert that it originated in the depths of philosophical, political, historical, psychological, sociological and legal sciences and is a product of historical development of the world economy. As result, the essential content of this concept experienced constant transformations under the influence of irreversible, directed and logical changes in the structural dynamics of the international economic system. This alone explains the fact that in the theoretical qualification of this category as, particularly, in its conceptual operationalization, there always existed significant methodological difficulties. They are conditioned by permanent changes in the disposition of States in the world economic system along with rapid expansion and complexity of the relationships between them, as well as by growth of the centripetal power lines in the interaction of national economies with the fundamental modifications of the structural properties of the international economic system as a logical result of the interaction of large countries.

The aim of the article is to study the theoretical and practical aspects of forming a system of competitive advantages of higher educational institutions (HEIs) in the context of globalization based on international and national ratings. The subject of the study is comparing competitive advantages of the world’s and Ukrainian HEIs on the basis of international and national rankings. The object of the study is the process of improving the competitiveness of Odessa National A.S. Popov Academy of Telecommunications under modern conditions based on the world and national ratings. The globalization of the economy has led to globalization of competition. One of the indicators of a university’s competitiveness is its position in the world and national rankings. A ranking for an HEI is an opportunity to become more recognizable, improve its reputation. Taking the leading positions in the national, and even the world ranking, the university improves its attractiveness not only for applicants, but also for employers, investors, and the state. However, there are weaknesses in modern rankings, and it is very important to avoid turning the rankings into an end in itself.

The Scientific Foundations of the Methodology for Researching the Economic Phenomena and Processes of Innovative Management (p. 486 - 491)

The article examines the essence of methodology as science, the peculiarities of the use of scientific methods and techniques in studying the economic phenomena and processes of innovative management. It is noted that the study of the economic processes and phenomena in innovative management should be carried out as follows: substantiate the relevance of the problem of research; explore the methodology of carrying out the study; choose the right methodical instrumentarium; identify regularities of development of a phenomenon; accomplish the tasks set; achieve the goals of the study. The use of dialectical and systemic approaches is specified, and levels of scientific cognition are defined. It is proposed to allocate a separate group of scientific methods - multi-level cognition of economic processes in innovative management. An analysis has showed that one or two methods for carrying out a comprehensive economic study in the innovative management of a phenomenon is not sufficient, as the problem has a multivariate aspect of the solution. Therefore, when considering the economic phenomena and processes in innovative management, it is appropriate to apply a systematic approach to identifying and analyzing existing regularities and probable processes that have both the quantitative and the qualitative expression.

The Territorial Policy of Budget Development: a Research Methodology (p. 476 - 484)

The article is aim at developing the theoretical-methodological frameworks, as well as scientific-methodological approaches, and providing practical recommendations to enhance the role of budget policy in ensuring the development of territories. The main levels of methodology of studying the budget policy for the development of territories are defined, namely, fundamental (philosophical), general, specific-scientific and technological. The author allocates and characterizes the successive stages of studying the budget policy for the development of territories: theoretical (substantiation of the theoretical basis of the budget policy for the development of territories, clarification of the conceptual apparatus); methodological (developing principles, methodology and setting approaches to the study on the budget policy for the development of territories); evaluative (formation of a system of indicators, analysis of the status and tendencies of the formation and implementation of the budget policy for the development of territories); scientific and experimental (modeling the impact of budget policy for the development of territories, testing hypotheses) and practical (substantiation of directions and mechanisms to improve budget policy and strengthen its role in the development of territories). The methodological basis of the author’s scientific research on the budget policy and its impact on the development of territories is specified. The author allocates multiple approaches to researching the budget policy for the development of territories as a system because of the fundamental complexity of their structure and properties; the system’s dependence on environmental factors (internal and external) under which the system manifests and changes its properties. The main approaches include: behavioral, institutional, synergistic, program-targeted, behaviorist and interdisciplinary. Prospect for further development in this direction is to identify new stages of research that will influence the formation of methods, principles and methodological approaches.

The Theoretical and Methodological Aspects of the Formation of the Mechanism of Strategic Management of the Economic Security of Enterprise (p. 469 - 477)

In today’s conditions, the enterprises of Ukraine face the issue of ensuring economic security by introducing an appropriate mechanism of strategic management and effective application of its components. The article focuses on the actual problem of ensuring economic security of enterprises and justifies the inter-sectoral nature of the problem studied. To effectively ensure the economic security of enterprise, a mechanism of strategic management of its economic security is needed, which represents a set of directed actions to achieve the goals of the enterprise by creating favorable conditions for the efficient use of resources. The article is aimed at highlighting the theoretical and methodological aspects of the formation of such a mechanism. On the basis of the use of methods of analysis and synthesis, scientific abstraction and logical generalization, through the prism of researching the approaches of scholars to the interpretation of the essence of economic security of enterprise, both the concept of economic security of enterprise and the system of economic security of enterprise are generalized; the principles of the mechanism of strategic management of economic security of enterprises are substantiated; the essence of the definition of the «mechanism of strategic management of the economic security of enterprise» is determined and the methodological aspects of its formation are specified. With applying the analytical modeling method, the structure of the mechanism of strategic management of the economic security of enterprise is proposed. This topic has the prospect of researching the applied aspects of the application of the mechanism of strategic management of the economic security of enterprise in specific industries using the peculiarities and directions of their development.

The Methodological Principles of of Logistical Provision Management for the Development of Innovative Cooperation in a Circular Economy (p. 402 - 408)

An urgent problem of modern science is the formation of a scientific methodology for managing logistical provision for the development of innovative cooperation in circular economy, since the desire of scientists to add their own contribution to science is explained by the desire to develop and improve it in order to expand the range of both theoretical and practical issues that can be solved with the use of modern terminology. The article is aimed at forming methodological principles for managing logistical provision for the development of innovative cooperation in a circular economy. The research of formation of the essence of methodology is carried out, the stages of development of methods and means of scientific knowledge are analyzed. The definition of «methodology» is systematized and analyzed, which allows to determine the basics of formation of methodological principles for the management of logistical provision for the development of innovative cooperation in the conditions of circular economy, namely: approaches, principles, categories, functions, instrumentarium, paradigm. The categorical, conceptual and instrumental-model levels of the methodology for managing logistical provision for the development of innovative cooperation in the conditions of circular economy have been distinguished and characterized. The connection between the empirical and the theoretical methods of scientific cognition is considered and defined. It is proved that as a conceptual module of the methodology for managing logistical support for the development of innovative cooperation in a circular economy should be considered a metatheoretic unity based on the ontological and gnoseological idealizations – the methodological paradigm.

The Systematics of a Methodical Instrumentarium for Assessing the Efficiency of the Entrepreneurial Structures’ Innovative Activities (p. 266 - 275)

Over the past decades, against the background of the innovative directedness of economic development, the role of innovative processes in the activities of entrepreneurial structures has been growing rapidly. Thus, scientific researches related to the innovative activity of entrepreneurial structures, its efficiency and methods of its evaluation become actualized. The present research is aimed at systematizing the existing methodological instrumentarium for assessing the efficiency of entrepreneurial structures, identifying its features and shortcomings for further improvement. The article carries out a detailed systematization of methodological instrumentarium for assessing the innovative activities of entrepreneurial structures, which allowed to allocate the most characteristic methods that differ in indicators and algorithms of their computing, and divide them into two groups depending on the status: governmental and scientific (recommendative). A systematization of methodologies for assessing the efficiency of innovation activity of entrepreneurial structures in accordance with the main object of research was carried out, where among the main criteria for efficiency assessing were the following: effectiveness, comparative efficiency, profit growth, factor analysis, discounting, risk discounting, innovation life cycle, and consumer interest. It is identified that not all extant methodologies allow to obtain a holistic conclusion on the state of innovation activity of entrepreneurial structures, since many of them do not take into account uneconomic factors, rather superficially evaluate or do not evaluate at all ecological, social and other spheres that have a direct impact on the level of innovation activity of entrepreneurial structures. This justifies the impossibility of wide application of such techniques for the analysis and extrapolation of the results obtained in the calculations for them to other levels of innovation development management (both industry and national).

On the Conceptual Principles of the Methodology for Analyzing the Financial Security of Strategic Sectors of the National Economy (p. 21 - 27)

At the present stage of development of theoretical and methodological principles and applied aspects of ensuring financial and general economic security of the State, the problem of improving the conceptual provisions of the methodology for analyzing the financial security of strategic sectors of the national economy has been actualized. This will increase the efficiency of providing economic entities of strategic sectors of the economy with financial resources, using capital and creating prerequisites for financial and economic development and also growth of the national economy, ensuring its powerful competitive positions. The purpose of the study is to substantiate the theoretical and methodological principles of the methodology for studying the financial security of strategic sectors of the national economy. The object of the study is the processes of improving the State policy on strengthening the financial security of strategic sectors of the national economic management. In the process of research, general-scientific and special methods were used: synthesis and system analysis, logical generalization, strategic management, comparative analysis. The article focuses on the relevance of consideration of economic and, in particular, financial security at the level of the sectoral economic system. A special emphasis is placed on the relevance of the State policy on ensuring financial security of directly strategic (priority) sectors of the national economy. Based on the analysis of theoretical-methodological approaches to the formation of content and structural characteristics of the economic security of the industry sector, elements of methodological support for analyzing the financial security of strategic sectors of the national economy are determined. The following tasks of the methodology for analyzing the financial security of strategic sectors of the economy, such as the provision of financial and investment resources, proper financial condition, efficiency of capital use, protection from financial risks and threats, development of the financial subsystem of the industry, realization of potential in ensuring the financial and economic development of the national economy are determined. It is concluded that the elements of the logic-structural model of the methodology for analyzing strategic sectors of the national economy are the purpose, tasks, components, indicators, approaches and methods for analysis and evaluation. Prospects for further scientific research in the analyzed area relate to the formation of recommendations for the linking of the formed information and analytical base as a result of the assessment along with the formation of measures and control of the State policy on their implementation.

The Methodological Basis for the Formation of a System of Ensuring Spatial-Process Management of the Economic Potential of Enterprise (p. 143 - 151)

The article is aimed at generating a methodological basis for the formation of a system of ensuring spatial-process management of the economic potential of enterprise in the current changing conditions. The results of the carried out study show that in the current conditions the most important thing that can bring efficiency to the enterprise is the adaptation of the location and structure of production to the real needs of time, a production-technological as well as structural-managerial organization, which, providing the enterprise with a modern technical and technological level of production processes, will reduce costs by generating a methodology for the formation of a system of ensuring spatial-process management of the economic potential of enterprises. Extremely high interest in the generation of this methodology and use in all spheres of practical activity of industrial enterprises is related both with the growing role of science and innovative capabilities of the management system, and with the effects of globalization, among which the dominant trend of growth of strategic instability stands out. This trend partly explains the blurring of the boundaries between the project and the forecast: the more problematic the very possibility of predictive action becomes, the more an objective forecast depends on the project, and therefore on the search for truth about the interconnections between the level of knowledge, idea, knowledge, and scientific hypothesis. The relevance of generating a methodological basis for the formation of a system of ensuring spatial-process management of the economic potential of enterprise indicates that the undoubted expediency of this issue is the use of innovative and creative thinking, taking into account the influence of the macroeconomic environment, etc. Thus, the generation of the methodological basis for the formation of a system of ensuring spatial-process management of the economic potential of enterprise is of particular importance from the point of view of theory, philosophy and methodology, taking into account the context and scientific-philosophical view.

The Methodical Aspects of Evaluating of the Tourist Infrastructure of Ukraine (p. 151 - 157)

The article presents the system and procedure for assessing the development of tourism infrastructure in Ukraine. The conception of the study was the system of theoretical, analytical and model basis of research, which, in turn, consist of five blocks: theoretical, block of generalization, analytical, block of results and block of decisions. At the theoretical level of the study, key terms have been defined and the use of methods for research of the tourism infrastructure of Ukraine is substantiated. At the level of generalization, key indicators of the functioning of the tourism infrastructure are substantiated; the transport, housing, food and travel sales components are highlighted. Each of these groups has a number of indicators that are provided in official sources. Using these indicators, in accordance with the components of the infrastructure, indicative indicators are proposed, which are computed as generalizing ones. The analytical block distinguished the methods of quantitative and qualitative analysis, thanks to which the corresponding results were obtained. Regarding quantitative methods, the study proposes the use of graphoanalytical method, nonlinear forecasting method, neural network forecasting, and the method of integral evaluation. Among the qualitative methods, it is proposed to use fuzzy logic methods to assess the degree of customer satisfaction with the level of the tourisn infrastructure of Ukraine. The block of results accumulates results by quantitative and qualitative methods, and at this stage estimations of relevant decisions are formed. The block of managerial decisions accumulates reasonable decisions based on the results of the study of the development of tourism infrastructure. The proposed system of assessment of tourism infrastructure using economic and mathematical methods of tourist flow provided an opportunity to carry out a systematic analysis of the country’s tourism infrastructure for more balanced and targeted managerial decisions to increase the efficiency of tourism infrastructure use and improve the quality of tourist services.

The Conceptual-Methodical Approach to Assessing the Impact of Digitalization on Business Development in the National Economy (p. 262 - 270)

The article is aimed at defining the peculiarities of the digitalization process in the business environment of the national economy and formalizing the conceptual-methodical approach to assessing the impact of this process on business development. The article studies the actual scientific and practical issue of the impact of digital transformations on the results of economic activity of the business sector as the main driving force of the national economy. The importance of digitalization and the need to understand its multi-aspectuality and peculiarities of the course in socioeconomic systems of different levels are emphasized. Since the process of digital transformation goes beyond the boundaries of individual economic entities and sectors of the national economy, it is concluded that a full and in-depth analysis of the impact of factors of digital transformations on the development of the business sector should be carried out covering the changes that occur at the micro, meso and macro levels. A conceptual-methodical approach to analyzing the results of digital transformation in the economy with an emphasis on the entrepreneurial sector has been proposed. The approach includes the use of a system of indicators to conduct a comprehensive assessment of the progress of digital transformation at each of the above levels. At the micro level, the state of digitalization of the internal environment of economic entities is studied. At the meso level, digital transformations within industry and cross-sectoral interaction are monitored. At the macro level, national processes in the business sector are studied under the influence of the implementation of the State digital strategy and policy. The important role of the State in promoting digital innovations and stimulating the development of new technologies in favor of the national economy is underlined. It is noted that the implementation of the proposed approach requires the creation of a certain information, analytical, and organizational support.

Process Performance: The System, Energy, and Econophysic Approaches in the Context of Modeling (p. 222 - 229)

In the article from the point of view of the system, energy and econophysic approaches, certain aspects of the theory and practice of measuring the effectivity (in particular, efficiency, performance) of the processes of functioning of the system are outlined. It is emphasized that modern realities point to the actualization of issues in quantum econophysics, in particular the adaptation and use of the mathematical apparatus of quantum mechanics for modeling processes in the economy, the use of quantum mechanical models and analogies, the application of quantum mechanical ideology, since modern socio-ecological-economic systems are complex, nonlinear, synergistic phenomena are observed in their dynamics, instability and poor predictability occur. The aim of the publication is to highlight some analogues of concepts and indicators similar to fundamental physical concepts in the paradigm of «cognition – measurement – evaluation – management» regarding the functioning of socio-ecological-economic systems and processes in them along with outlining approaches to determining the performance of these processes on the basis of modeling using the system, energy and econophysic approaches. It is proposed in the paradigm of «cognition – measurement – evaluation – management» regarding the performance of the processes of functioning of systems to take into account the economic interpretation of the Heisenberg uncertainty principle and the concept of the economic analogue of the Planck constant. It is substantiated that the theoretical and methodological analysis of some basic fundamental physical concepts (energy, momentum, etc.) and their formal and informal connections with real economic concepts and processes will contribute to the improvement of the procedure for determining and applying the energy efficiency coefficient of the processes of functioning of systems based on the authors’ indicators of the components of the performance of processes, taking into account the economic interpretation of the Heisenberg uncertainty principle and the concept of an economic analogue of the Planck constant.
