Section: Mechanisms of Regulation of the Economy UDC 334.78:330.341.4 Karpenko O. O. Cluster's Social Responsibility as the Basis for Cluster Development (p. 47 - 52)
Beginning from 2000-ies, clusters successfully serve as new structural links of contemporary production in various world economies, becoming the network innovation ecosystems of a special class. Cluster has a dual nature: as to its functions it corresponds to an economic system, as a combination of entities – to a social phenomenon. At the present stage of development of the theory of clustering, there is not a clear formalized mechanism to harmonize both economic and social aspects in functioning of cluster. The article substantiates the necessity of forming and functioning of clusters on the principles of social responsibility, investigates the evolution of concepts of social responsibility, introduces into scientific circulation the concept of «cluster's social responsibility», builds a model and sets out the principles of the cluster's social responsibility. For a successful formation and functioning of cluster, it is necessary first and foremost to think about the public welfare rather than defend at any price the individual interests of each partner. It has been concluded that the formation and functioning of clustering of enterprises and organizations, science, education and the State on the principles of social responsibility is the objective necessity of development of both economy and society.
