Abstract: The article examines the scale and implications of migration processes that have affected Ukraine since 2022 and their impact on regional development in the context of post-war re-migration. Using data from the OECD, Eurostat, IOM, the World Bank, and leading Ukrainian research institutions, the study analyzes the structure of forced displacement, levels of integration of Ukrainians abroad, and shifts in the age and professional composition of the population. Special attention is given to regional disparities caused by depopulation, large-scale destruction of infrastructure, and the uneven distribution of internally displaced persons. The findings show that contemporary Ukrainian migration is multidimensional: different population groups vary in their motives for leaving, levels of adaptation, and readiness to return. The article highlights that return intentions are strongly influenced by security conditions, access to housing, employment opportunities, and the quality of public services. It also explores the phenomenon of “migration inertia,” which reduces the likelihood of return as the duration of stay abroad increases. Particular focus is given to such groups as women, children, young people, and highly skilled professionals, who require differentiated reintegration strategies due to their distinct needs and vulnerabilities. The study analyses relevant European practices, including digital return-support platforms, local reintegration centers, business-support programs, and targeted return schemes for specific professional groups. It is emphasized that Ukraine currently lacks a comprehensive institutional system for managing return and reintegration, which complicates the planning of demographic recovery and regional development. The article concludes that re-migration policy must become an integral part of Ukraine’s post-war reconstruction strategy. Effective reintegration requires the combination of digitalisation, infrastructure recovery, employment stimulation, social adaptation, and strengthened local governance. Successful return and reintegration have the potential to mitigate demographic losses, enhance human capital, and support sustainable regional development in Ukraine.
