Abstract:
It is emphasized that in Ukraine, regional labor market imbalances have become systemic and manifest as persistent territorial disparities. Within the study of the labor market in the Carpathian region, particularly in Lviv region, numerous structural and cyclical imbalances were identified, namely: the growth rate of the unemployed population exceeds the number of available job vacancies; the supply of vacancies for individuals without professional training is limited despite the stable presence of a significant number of unqualified job seekers; a reduction in vacancies occurs amid a large number of unemployed individuals with the simplest professions; the shortage of skilled labor is worsening while there is an excess of vacancies for managers and executives; the growth of job concentration in low value-added sectors of the economy; the widening gap between wage levels and labor qualifications, and the demotivation of employment among highly qualified specialists. Considering the existing challenges, the priority areas of regional policy for overcoming labor market imbalances in the Lviv region have been identified as follows: 1) development of a system for career guidance and retraining of the population, taking into account the needs of the regional labor market; 2) introduction of targeted support for youth and vulnerable groups of the population; 3) formation of a balanced occupational structure in the regional labor market; 4) promotion of the development of high value-added sectors in the regional economy; 5) improvement of the wage monitoring and regulation system to reduce imbalances and overcome the «wage gap»; 6) improvement of the adaptation of regional employment policy to demographic changes; 7) ensuring spatial and territorial balance of the population’s employment.
