Abstract:
The relevance of this article is determined by the need to develop regionally differentiated approaches to recovery and to employ scenario planning as a tool for risk mitigation. In this context, Kharkiv region serves as a representative example of a region where significant pre-war scientific, innovative, and industrial potential exists alongside substantial losses and high security risks. This underscores the necessity of developing methodological approaches to restoring regional development, based on scenario analysis, assessment of alternatives, and selection of the most substantiated directions for socioeconomic transformation in the post-war period. The aim of the article is to substantiate the scientific and methodological framework for restoring regional development in the post-war period, which involves using structural analysis and fuzzy cognitive modeling to determine scenarios for post-war socioeconomic recovery (using the Kharkiv region as an example). It is substantiated that applying cognitive methodology in studying the post-war socioeconomic recovery of the Kharkiv region provides opportunities for a deep understanding and explanation of the mechanisms of regional system functioning during post-war transformation, as well as for the creation, analysis, and comparison of alternative development scenarios. The use of the cognitive approach allowed for formulating the logic of conducting structural analysis of the region’s socioeconomic development and calculating the indicators of the fuzzy cognitive model of socioeconomic development for the regions of Ukraine, including the Kharkiv region. The results of impulse modeling conducted on a fuzzy cognitive model of the socioeconomic development of Ukrainian regions with initial impulses for the self-development scenario are presented, showing that the most efficient scenario for post-war recovery and achieving target benchmarks for the region is the scenario that involves the growth of scientific, innovative, and structural potentials of the Kharkiv region. The proposed tools can be adapted for other regions of Ukraine, considering their specific characteristics and the scale of post-crisis transformations.
