Abstract:
The aim of the article is to substantiate a methodology for the integral assessment of human resource potential based on modern HR metrics, which reflect both the individual potential of employees and the efficiency of managerial measures in managing them. In the context of building long-term partnerships between staff and the organization, the substance of human resource potential is reconsidered. It emerges as a result of complex socioeconomic and psychological interactions between the two parties, aimed at aligning their interests and objectives. When hired, employees contribute their human capital in the form of psychological (psychophysiological) capacities, professional knowledge and skills, intellectual and creative abilities, while the organization seeks to maximize returns from them by implementing appropriate procedures for their activation, development, and utilization. The key to a mutually beneficial partnership is creating a work environment that meets the needs and interests of both parties. The efficiency of an organization’s efforts to create a favorable work environment is assessed through job satisfaction, loyalty, retention, engagement, and employee motivation. The HR assessment methodology proposed in this article integrates both the assessment of the employees’ competencies and their subjective assessment of the combined organizational, social, and production factors of the work environment. The overall assessment is based on measuring five constructs: employee competence, professional training and development, creative activity, motivation, and workforce stability, each of which is measured using 2–5 indicators. The proposed methodology enables a quantitative assessment of the organization’s human resources potential, identification of problematic links within its structure, monitoring the efficiency of managerial decisions over time, and conducting intra-industry comparisons. Research prospects in this area are linked to improving the methodological framework for assessing human resource potential, based on analyzing inter-industry differences in the ranges of measurable indicators, and increasing the technological efficiency of practical human resource potential assessment.
