Abstract: The article provides a substantiation for the proposal to develop tourism infrastructure resources through the creation and implementation of a new element, specifically proposing the establishment of a «Tourist Service Center» for united territorial communities in Ukraine. The author presents the results of an analysis of recent studies and publications on tourism infrastructure, which identified four directions of current research: publications focused on studying the composition of tourism infrastructure elements and, more broadly, the aspects of its functioning as an integrated system; publications examining specific aspects of the functioning of tourism infrastructure; publications examining individual components of tourism infrastructure, their importance and development; and studies primarily focused on the regional dimension of tourism infrastructure development. This allowed for determining the relevance and the insufficient study of infrastructural resource support at the local level, particularly within territorial communities. The next step was to identify the overall issues concerning the development of recreational and tourism activities in the united territorial communities, which made it possible to formulate a detailed list of relevant questions and challenges for the development of these activities, including those related to the impact of military actions on the territories of the united territorial communities. These summaries also demonstrate that infrastructural provision, its quality, substantive content, damage due to armed aggression events, and limited financial resources for development remain relevant for research and for generating appropriate proposals for the development of local tourism and recreational activities within territorial communities. The proposed solution to these problematic issues and requests introduced the conception of a multifunctional facility as a comprehensive element of tourist infrastructure. The idea of such an element of tourist infrastructure is that for small and economically disadvantaged local communities, which cannot develop several tourist infrastructure facilities at the same time, it is advisable to combine all possible elements under one roof. At the same time, this service center operates not only for visiting tourists but also for the local population. The study developed the mission of the «Tourist Service Center», defined its values, and outlined its main objectives, including: performing the role of a DMO (Destination Management Organization); developing and implementing a list of tourist services; maintaining existing recreational areas of the community in proper condition; developing tourist, excursion, and ecological trails; preparing projects for the creation of new recreational areas; raising funds for the humanitarian development of the community, including through fundraising activities; preparation of documentation and projects, participation in the implementation of tourism initiatives; providing opportunities for non-formal education in the field of tourism; accounting, research, and preservation of tourism resources, among others. The study also identifies segments of the target audience of the center’s service users. A business model for the «Tourist Service Center» was developed based on the CANVAS methodology, which consists of filling in 9 blocks and allows for a comprehensive description of activities as well as identifying weaknesses and growth opportunities of the project.
