Abstract:
The aim of this article is to summarize approaches to classifying Ukraine’s territories according to threats to socioeconomic development and to highlight the criteria for classifying territorial communities by their level of threat. The full-scale Russian invasion has exacerbated a number of threats to Ukraine’s regional development, necessitating a comprehensive analysis of the problematic issues of territorial functioning, particularly to determine ways for their future operation. Current initiatives for Ukraine’s post-war reconstruction emphasize the need to consider the characteristic features of territories that determine potential directions for their restoration. This approach is driven by the differentiation of administrative-territorial units based on their level of socioeconomic development and the varying degrees of existing threats. The article states that Ukraine’s territories face certain obstacles in the process of defining post-war initiatives, particularly the lack of clear legislative norms for the development of reconstruction projects. It is argued that, taking into account the current issues of territorial development in Ukraine amidst the ongoing war, it is appropriate to review and refine approaches that involve differentiating territories based on the level of existing threats. It is proposed that, in the context of current challenges linked to ongoing military aggression, when conducting a typology of territorial communities, communities should first be categorized according to their proximity to the borders with the aggressor country and the line of contact, and then, within the identified groups, the characteristics of territories should be further distinguished according to the nature and severity of threats, which differ specifically as a result of circumstances caused by the full-scale invasion.
