Abstract:
The aim of the article is to enhance the mechanisms for managing risks in mortgage lending to individual bank clients under conditions of instability. The relevance of the study is substantiated by the fact that mortgage lending is a significant financial instrument and a mechanism for strengthening social stability and the country’s economic development. Based on an economic-mathematical evaluation of statistical data from 2008–2024, the dynamics of household loans, consumer loans, and mortgage loans were formalized. A structural analysis of individual clients’ portfolios was carried out, considering types of loans, loan terms, and currencies. The main features of mortgage loans were identified, and an improved classification of risks in the individual mortgage market was proposed; the content, causes, and consequences of the growth of credit, operational, legal, and market risks under martial law have been analyzed, and ways to mitigate them proposed. Adaptive measures and regulatory policies have been recommended to ensure the stability of the banking system in conditions of high uncertainty. To reduce risks in the mortgage market, directions for improving preferential lending programs («eOselya»), compensation, and the restoration of destroyed housing («eVidnovlennya») have been substantiated. The mechanisms for integrating second-tier banks into the mortgage system through digitalization have been described. The characteristics of mortgage lending to preferential categories of citizens have been identified, and ways to improve them suggested. The program-targeted financing method from budgets at various levels has been adapted to address the issue of providing housing for the population. To ensure the accelerated development of the mortgage lending market in Ukraine, the conception and mechanisms for implementing a comprehensive government multi-faceted housing program for individuals have been substantiated. The problems of the Ukrainian mortgage lending market have been analyzed, and the impact of macroeconomic factors and institutional characteristics of the mortgage market on the state of residential property lending in Ukraine has been determined. Based on a critical assessment of the advantages and disadvantages of the American and European mortgage market models, the key directions for the development of the mortgage lending market for individuals in Ukraine have been proposed.
