Abstract:
Ukraine’s agro-industrial complex can fully meet the needs of the country’s population and support large-scale product exports. At the same time, the existing potential is underutilized. This is largely explained by unequal competition conditions in agro-industrial markets. Therefore, the aim of the article is to identify measures required to create an efficient competitive environment in agro-industrial markets, based on an analysis of global experience and the situation in Ukraine. The current state of Ukraine’s agro-industrial markets is examined, which, despite the ongoing war and structural imbalances, show high resilience and significant export potential. The transformation of agro-industrial markets resulting from the late 1990s agrarian reform is studied, which led to the development of competition and a significant increase in efficiency. The causes and consequences of the dominant position of agroholdings in Ukraine’s agro-industrial markets are analyzed. It has been shown that they allowed for a significant increase in production efficiency. At the same time, the limitations of this model, patterned after Latin American countries, were highlighted, and the advisability of a gradual transition to the European model with an emphasis on cooperation and long-term contracts was substantiated. It was found that creating an efficient competitive environment in the agro-industrial markets requires adjustments to State policy. A set of measures to support small and medium-sized businesses in these markets is necessary. At the same time, the improvement of institutional mechanisms and the establishment of a legal framework, which will limit unfair trade practices and promote the development of equitable relations, is even more important. The necessity of introducing liability for unfair trading practices through the transposition of EU Directive 2019/633 «On Unfair Trading Practices in Business-to-Business Relationships in the Agricultural and Food Supply Chain» into domestic legislation is substantiated.
