Abstract:
Regional (territorial) development management in Ukraine under conditions of external and internal threats, in particular those caused by the war and the need for postwar reconstruction, is based on the ability to interact among factors such as: the combination of available resource opportunities of territories, the creation of conditions for their efficient and purposeful use, the capacity of authorities, business, and the population to respond to external challenges and opportunities, the maintenance of internal stability, the creation of favorable conditions for sustainable economic development and a decent standard of living for its citizens, and, most importantly, requires a safe living environment. The aim of the study is to examine the theoretical and practical aspects of forming a classification of threats to regional (territorial) development, based on the use of cause-and-effect relationships between security, institutional, infrastructure, economic, social, and environmental types of threats, taking into account their impact on the livelihoods of territories and the functionality of socioeconomic spheres, which subsequently allows for the development of relevant managerial decisions and the use of efficient tools for their prevention and mitigation. The issue of the structure of threats to regional (territorial) development by types, taking into account their impact on the livelihoods of territories and the functionality of socioeconomic spheres, has also been studied; based on the characterization of types of threats, the relationships between different types of threats that arise in the process of regional (territorial) development management have been determined; a methodological approach to grouping threats to regional (territorial) development by types, taking into account their impact on the livelihoods of territories and the functionality of socioeconomic spheres, has been proposed. Thus, the study of issues related to the formation of a classification of threats by type acquires significant practical importance, considering society’s need for as complete information as possible regarding their presence and temporal variability, and is relevant in the process of searching for efficient managerial solutions, particularly based on the involvement of alternative opportunities in conditions of limited own territorial capacities (security, geographical, institutional, production, economic, logistical, infrastructure, financial, social, environmental, etc.).
