Abstract:
The aim of the article is a comprehensive theoretical and applied analysis of institutional and financial instruments for ensuring the socioeconomic security of business in international practice and identifying the possibilities of their adaptation to national conditions. The relevance of the study is due to the increasing transformational, globalization, digital, and military challenges that increase the risks of enterprise operations and require the formation of a stable business environment. The article summarizes the experience of economically developed countries (USA, Japan, Germany, Finland, France) regarding the formation of systems supporting entrepreneurship. It is found that the common core of these models is a combination of specialized institutions supporting SMEs, guarantee and insurance mechanisms for access to financing, the development of venture investment with the State participation, efficient protection of intellectual property rights, and balanced decentralization of powers. From the perspective of institutional theory, it has been proved that such a system contributes to reducing transaction costs and minimizing risks, forming a predictable economic environment. As a result of the study, a classification of instruments for ensuring the socioeconomic security of entrepreneurship is proposed, and an integrated model is substantiated, combining regulatory-legal, financial-guarantee, innovation-investment, and institutional-coordination blocks with their implementation at the macro, meso, and micro levels. The practical significance of the results lies in determining the priorities for improving the State policy in Ukraine, in particular the development of credit guarantees, venture co-financing, insurance infrastructure, and the modernization of competition policy. The implementation of the proposed approaches will contribute to strengthening economic resilience and reducing systemic risks. Prospects for further research are associated with the quantitative assessment of the efficiency of the proposed instruments and the development of methodological recommendations for their adaptation in the context of postwar recovery.
