Abstract:
The article presents the results of microeconomic studies of accumulated statistical experimental histogram functions of the sales and rental prices of 1-, 2-, and 3-room apartments in the real estate market of Ukraine. The usefulness of applying not only average indicators as a function of average price values, but also replacing them in realtor analysis with a segment interval of 45–55% of the maximum values of the histogram function of purchasing or renting 1-, 2-, and 3-room apartments across the overall market space of current real estate offers is discussed. The author, based on the presented microeconomic statistical analysis of the real estate market, applied the proposed realtor calculation mode as a software algorithm of the improved efficient trading system of the Association of Real Estate Professionals of Ukraine (AREPU SET). This allows for the use of not only average indicators but also experimentally accumulated segments of maximum apartment prices and apartment rents for the efficient search of the most realistic functions of apartment values and their rents in the Ukrainian real estate market. In addition, the article draws attention to the difference in calculations of the average cost per square meter of residential real estate when determining compensation for destroyed housing and in the calculations of the actual value of residential real estate on the market. It is argued that the actual market figures are higher than those indicated in the legislative documents of the Cabinet of Ministers of Ukraine, in particular in Resolution No. 600 «Procedure for Providing Compensation for Destroyed Real Estate Objects». Correcting these discrepancies will make it possible to establish a balance of social interests among the stakeholders in receiving compensation for destroyed housing. The proposed algorithms provide the ability to promptly respond to changes occurring in the housing market and accordingly make adjustments to compensation standards.
