Abstract: The article examines the theoretical and methodological foundations for the formation and development of adaptive tourism as a component of the conception of sustainable development in the tourism sector. Scientific approaches to interpreting the concepts of «accessible», «inclusive», and «adaptive» tourism are summarized, and their conceptual differences and hierarchical interconnections are identified. It is substantiated that adaptive tourism is an evolutionarily higher stage in the development of barrier-free and inclusion ideas, as it involves flexible adjustment of the tourism system to the individual needs of different population groups. A classification of adaptive tourism according to functional characteristics is proposed, and the authors’ definition of this category is provided. The current state of infrastructure and adaptive tourism services in Ukraine at the regional level is analyzed based on barrier-free mapping data. Significant territorial differentiation is revealed both in terms of the number of facilities and their level of accessibility. It has been found that the western regions are characterized by a higher concentration of adapted facilities and a larger share of infrastructure that meets barrier-free criteria, whereas the eastern and southern regions require significant improvement. Based on the conducted analysis, a conceptual model for the development of adaptive tourism in Ukraine has been proposed, which is based on the provisions of the National Strategy for Creating a Barrier-Free Environment by 2030 and sustainability principles. A step-by-step flowchart for implementing this model has been developed, identifying key stages, tools, and sources of funding. It has been demonstrated that the implementation of a systematic approach will contribute to enhancing the accessibility of the tourism environment, social integration of the population, and strengthening the competitiveness of tourist destinations.
