Abstract: The article is devoted to current issues of digitalization of public administration in Ukraine under martial law and postwar economic recovery. The aim of this article is to develop a methodological approach to substantiating the directions of digitalization of public administration based on the analysis of the current state of digital transformation, theoretical foundations of e-governance, principles of digitalization, and taking into account factors influencing its development. To substantiate the directions of digitalization of public administration, a methodological approach has been developed, which is based on a comprehensive analysis of the level of digitalization at the State, regional, and local levels, identification of regional disparities and digital inequality, systematization of influencing factors (institutional, economic, technological, social, security), as well as determining strategic priorities of digital transformation in the wartime and postwarime periods. The criteria for the efficiency of digitalization in public administration may include: accessibility and convenience of electronic government services; reduction of time and costs for obtaining them; level of citizen satisfaction; level of transparency and accountability of authorities; economic efficiency of digital solutions and their impact on territorial development. In order to ensure the efficient functioning of public administration under martial law and to increase the capacity of the State and territorial communities for postwar recovery, when substantiating directions for digitalization, it is necessary to take into account: ensuring the continuity of government service delivery; development of digital infrastructure and access to high-speed internet; increasing the level of digital literacy among the population and public officials; implementation of data-driven management mechanisms; provision of cybersecurity; digital support for internally displaced persons, veterans, and businesses; increasing the transparency of the use of budget funds and international aid; integration into the European digital space; development of digital services for territorial communities. The implementation of the proposed methodological approach will contribute to increasing the efficiency of public administration, ensuring the transparency of government activities, reducing corruption risks, as well as creating prerequisites for sustainable socioeconomic development of Ukraine in the context of postwar recovery.
