Abstract:
The article provides a comprehensive study of the peculiarities of entrepreneurship development across the regions of Ukraine amidstthe full-scale military aggression and deepening spatial economic asymmetry. The relevance of the study is driven by the inability of traditional regional growth models, based on static logistics and market self-regulation, to ensure the viability of economic systems under critical conditions. It is proved that the modern regional map of entrepreneurship in Ukraine is shaped by the principle of uneven concentration of business activity, which significantly limits the potential for balanced local economic functioning. The study analyzes the phenomenon of "regional resilience" ? the capacity of local business systems to adapt to radical uncertainty. The empirical basis of the research comprises data from the State Statistics Service of Ukraine, National Bank of Ukraine reports, European Commission materials on Ukraine for 2025, and analysis of relocation processes provided by the Opendatabot platform. An analysis of GDP dynamics and the number of economic entities from 2012 to 2025 allowed for the identification of economic stabilization phases and the level of transformation of production potential. Data analysis shows that regional development remains disproportionate, which directly affects the efficiency of business support at the local level, depending on the management capacity of individual territorial communities. The article classifies Ukraine’s macro-zones by types of business adaptive behavior: from integration-production hubs dominated by an export-oriented model (West and Center) to "survival entrepreneurship" (South and East). Key obstacles are identified, with security risks, logistical disruptions, demographic labor shortages, and limited access to capital being the primary concerns. The necessity for a fundamental review of state economic recovery programs is substantiated. It is proposed to account for regional business specificities when developing support mechanisms, in particular: the introduction of differentiated credit preferences, wartime-risk insurance, and the stimulation of cluster interaction. It is proved that only by adapting regulatory policy to the specific needs of each macro-zone is it possible to ensure sustainable postwar recovery that meets the requirements of the Ukraine Facility Plan and European integration processes.
