Abstract:
The Roadmap for Sustainable Rural Development of Territorial Communities as a Tool for Integrated Management of Climate Resilience in the Context of European Integration The article explores the theoretical, methodological, and practical foundations for ensuring the sustainable development of territorial communities amid current socioeconomic transformations, climate challenges, and postwar recovery of Ukraine. The relevance of the topic is driven by the need to develop new approaches to territorial development management that consider the growing impact of environmental risks, resource constraints, and institutional imbalances. The feasibility of applying an integrated approach to managing the development of territorial communities is substantiated, combining economic, environmental, and social components, while also taking into account the principles of sustainability and inclusiveness. The article analyzes the key factors in forming the adaptive potential of local communities, which include the institutional capacity of local government bodies, the level of digitalization of management processes, the efficiency of using financial and natural resources, as well as the degree of stakeholder involvement in decision-making. Special attention was given to analyzing the impact of climate change as a systemic risk that requires integrating adaptation measures into strategic community development documents. The main barriers and limitations to implementing sustainable development strategies were identified, including insufficient financial support, fragmented managerial decisions, low coordination between government levels, and limited access to quality data for making managerial decisions. In this context, the need to implement modern management tools is substantiated, including decision support systems, digital management platforms, as well as tools for monitoring and evaluating the efficiency of strategy implementation. Conceptual approaches to forming an efficient strategy for sustainable development of territorial communities have been proposed, based on the principles of adaptive management, a risk-oriented approach, and ensuring resilience. Recommendations have been developed for improving management mechanisms aimed at enhancing communities’ capacity for recovery and long-term development, taking into account European practices and the requirements of EU policies integration. The practical significance of the results obtained lies in their potential use by local self-government bodies, regional authorities, and other interested parties in developing and implementing strategies for the development of territorial communities, postwar recovery programs, and climate adaptation policies. The scientific novelty of the study lies in deepening the approaches to integrated territorial development management based on a combination of strategic, institutional, and climate-focused approaches.
