Abstract:
The article is dedicated to studying and improving the theoretical and methodological support for determining the impact of the ongoing war on socioeconomic systems during large-scale military transformations and postwar national economic recovery. The relevance of the topic is driven by the need to create a methodological foundation for a comprehensive assessment of the consequences of wars, identifying mechanisms to ensure economic stability, adaptability, and resilience of socioeconomic systems, as well as for developing methodological principles for forming efficient State policies for Ukraine’s recovery. The aim of the study is to summarize and systematize theoretical and methodological approaches to analyzing the impact of the war on socioeconomic systems and to substantiate the principles for creating a methodological basis for analyzing the functioning and recovery processes of the national economy under conditions of wartime and postwar transformations. The article explores modern conceptions for determining the economic consequences of military actions, approaches to assessing economic stability, resilience, adaptability, and economic security, as well as the specifics of transforming socioeconomic systems under external shocks. The study looks into current approaches to defining the content of adaptive processes at both the macroeconomic and local levels, systematizing forms of economic adaptation, and determining their role in ensuring the continuous functioning of the national economy. Their logical classification is outlined, and the role of the economic resilience conception is identified as one of the key directions in modern economic science. It was found that the current evolution of scientific approaches is marked by a shift from traditional assessments of the scale of economic losses to a comprehensive analysis of the processes that ensure economic stability, adaptability, and postwar recovery. It has been found that efficient research on the impact of war requires an integrated approach that simultaneously takes into account economic, social, demographic, institutional, and security factors of development. The rationale for integrating concepts of economic resilience, adaptive management, institutional economics, and systems analysis when developing modern methodological tools for assessing the consequences of war has been substantiated. The main models of adapting economic systems to wartime challenges have been examined, including assimilation, accommodation, reform, restructuring, spatial relocation, reorganization, preservation, and stagnation. Approaches to classifying adaptation models and forms of adaptation at different levels of economic activity have also been systematized.
