Abstract:
The relevance of the study is determined by the need for the reconstructive recovery of Ukraine’s transport infrastructure in accordance with the strategic priorities of the EU and its integration into the TEN-T network, as well as the insufficient level of comprehensive research simultaneously addressing TEN-T integration, EU financial instruments, and the recovery of Ukraine’s transport infrastructure. The aim of the article is to examine the interrelationship between the process of integrating Ukraine’s transport system into TEN-T, the analysis of EU financial instruments in the field of transport infrastructure development, and the assessment of Ukraine’s opportunities to attract such instruments to ensure the reconstructive recovery of transport infrastructure. The methodological basis of the study is formed by systemic and institutional approaches. The research employs methods of analysis and synthesis, historical-logical, comparative, statistical, and structural analysis, among others. The study outlines the stages of integration of Ukraine’s transport system into TEN-T and clarifies the peculiarities of the transition from the cooperation framework within the Eastern Partnership to the full integration of Ukraine into TEN-T. The requirements, strategic objectives, and key indicators of TEN-T transport infrastructure development are systematized and disclosed. The main EU financial instruments for the development of TEN-T transport infrastructure are identified, with a particular focus on the Connecting Europe Facility (CEF) as the key instrument for financial support of projects within TEN-T. The principles of financing, project selection criteria, co-financing rates, and CEF budget periods are analyzed. The article analyzes CEF2 “Transport” projects involving Ukraine and identifies the dominance of railway transport and border infrastructure within the financing structure. Key trends in project implementation are determined, including the strengthening of the cross-border component, the concentration of investments on eliminating infrastructure bottlenecks, and the development of digital transport systems. It is found that Ukraine’s integration into TEN-T can be considered a long-term model for the reconstructive recovery of the transport system in line with the EU’s climate, digital, and security priorities. It is proved that contemporary EU transport policy is based on the transition from the development of individual transport facilities to the formation of an integrated multimodal TEN-T network. The scientific novelty of the study lies in the comprehensive generalization of the institutional, infrastructural, and financial aspects of integrating Ukraine’s transport system into TEN-T, as well as in identifying the need to shift financing priorities from short-term logistical resilience measures toward the strategic modernization of Ukraine’s transport system in accordance with EU standards.
