Abstract:
The article examines the problems and prospects of optimizing documentary and information processes of enterprise customs activities under the conditions of Ukraine’s European integration, taking into account the economic security aspect. The relevance of the study is determined by the need to harmonize customs procedures with European Union standards, accelerate digital transformation of customs administration, improve interoperability of information systems, and strengthen cybersecurity in the context of expanding electronic document management and international data exchange. The aim of the study is to substantiate the theoretical and methodological principles and develop scientific and practical recommendations for improving documentary and information support of customs activities through digital integration, automation, risk-oriented management, and security mechanisms. To achieve this aim, a set of general scientific and special research methods was applied, including analysis, synthesis, comparison, systematization, generalization, and modeling. These methods enabled the identification of key shortcomings in existing customs information processes and the development of a comprehensive optimization framework. The study identifies major challenges affecting customs documentation processes, including duplication of documents, fragmented information flows, insufficient automation, limited interoperability between corporate and governmental information systems, and increasing cyber threats. It is substantiated that these factors reduce the efficiency of customs clearance procedures, increase transaction costs, and complicate the integration of Ukrainian enterprises into the European customs environment. The scientific novelty of the research lies in the development of a comprehensive model for optimizing documentary and information processes of enterprise customs activities. The proposed model integrates ERP, TMS, and EDI systems with customs information resources, combines digital technologies with risk-based management tools, and incorporates a dedicated security framework based on cybersecurity principles, cryptographic protection, access control mechanisms, continuous monitoring, and audit procedures. The model is built on the principles of interoperability, digital continuity, standardization, PDCA-based continuous improvement, and security-by-design. The practical significance of the obtained results consists in reducing customs clearance time, minimizing operational and transaction costs, improving information accuracy and transparency, strengthening cybersecurity resilience, and enhancing the overall efficiency of foreign economic activities. The proposed approach can be used by enterprises seeking to adapt their customs processes to EU requirements and improve the efficiency and security of international trade operations.
