Abstract: The article examines the theoretical and methodological foundations of the digital transformation of social sphere management in the regions of Ukraine under current socioeconomic and security challenges. The article substantiates that the digitalization of the social sphere is evolving into an integrated intelligent management system based on the integration of digital platforms, information and analytical systems, Big Data technologies, artificial intelligence, and human-centered digital services. Four innovative methodological approaches to analyzing the smart transformation of regional social sphere management are proposed: ecosystem-based, data-driven, human-centered, and intelligence-performance approaches. Their combined application provides a comprehensive methodological framework for assessing the digital maturity of management systems, the efficiency of digital interaction, the quality of social services, and the impact of digitalization on regional human potential development. The study also outlines the application of innovative empirical research methods, including digital maturity assessment, analysis of digital management processes, user behavior analysis of digital services, smart transformation performance evaluation, and spatial analytics of digital development. Particular emphasis is placed on adapting these approaches to the specific characteristics of different functional types of Ukrainian regions, taking into account security, demographic, social, and infrastructure factors.
