Abstract: The article substantiates the theoretical foundations for the formation of a stakeholder-oriented regional development strategy and systematizes the main approaches to the identification, typology, and interaction of stakeholders in the process of strategic regional development management. The study proposes an author’s interpretation of the concept of a «regional development stakeholder» as a subject that has its own interests, resources, or opportunities to exert influence, participates in shaping strategic regional development, or is affected by its processes. The concepts of stakeholders, beneficiaries, and target groups are distinguished, which makes it possible to more clearly define the nature of their interests, roles, and degree of involvement in regional development processes. It is proved that the complexity and multidimensionality of the regional environment require a comprehensive stakeholder typology that goes beyond the traditional division into the public, private, and civil society sectors. A system of stakeholder classification criteria is proposed based on sectoral affiliation, level of influence and interest, resource potential, spatial scope of activity, adaptability, and resilience. It is substantiated that the application of these criteria facilitates the systemic identification of stakeholders and the determination of their roles, resource capacities, and potential influence on strategic processes. It is found that a stakeholder-oriented regional development strategy should be based on the principles of partnership, inclusiveness, interest alignment, resource complementarity, and adaptability. Emphasis is placed on the need to develop mechanisms for constructive interaction capable of reconciling divergent interests, minimizing potential conflicts, and ensuring the consolidation of stakeholder resources. It is substantiated that the systemic involvement of stakeholders in defining strategic priorities and implementing regional initiatives creates the conditions for improving the effectiveness of strategic management and ensuring the sustainable and balanced development of regions. The proposed provisions provide a theoretical basis for moving from fragmented stakeholder engagement toward a systemic stakeholder-oriented model of strategic regional development management.
