Abstract:
The relevance of the study stems from the unprecedented concentration of war-security, resource, financial-economic, logistical, institutional, demographic-labor, energy, ecological, and technological risks affecting Ukraine’s real sector, combined with the accelerating transition towards a circular economy, which supplements traditional industrial-development factors with new requirements for resource efficiency and closed production cycles. The aim is to systemically identify the most significant factors, challenges, and limitations affecting industrial resilience in Ukraine amid the formation of resource-closed production cycles, determine the nature of their interaction, and assess the strength of their influence on national industrial systems. The article substantiates a six-stage conceptual-logical model of causal relationships among factors, challenges, limitations, threats, and managerial influences, treating managerial responses not as reactions to crisis phenomena but as an integrated component of a closed cycle within the strategic industrial-resilience management system. Eleven interrelated factor groups are systematized – economic, production-technological, innovative, resource, energy, logistical, spatial, institutional, ecological, socio-labor, and cognitive-informational – together with the challenges and limitations arising from their interaction. Applying a logical-projection method, weighted significance was calculated for each group: production-technological (0.125), resource (0.115), energy (0.110), economic (0.105), and logistical (0.100) factors show the strongest influence on production continuity and adaptive capacity, while institutional, innovative, and cognitive-informational factors form the environment of strategic adaptability. Sectoral screening, drawing on UNIDO, OECD, GEIPP, and EU4Environment data, together with a five-dimensional diagnostic assessment for 2021–2025, reveals that implementation of resource-closed production cycles in Ukraine remains insufficient, with the waste-recycling rate two to five times lower than the EU average. The findings provide an analytical foundation for designing the architecture and mechanisms of a strategic industrial-resilience management system able to support timely responses to transformation and the transition of national industry towards a resource-efficient, adaptive, circularly oriented model under postwar modernization.

Keywords: industrial resilience; resource-closed production cycles; circular economy; industrial development factors; challenges; limitations; strategic management; logical-projection method; industrial policy; circular transformation.
