Abstract: The relevance of the study stems from the fact that widely used approaches to tourism-potential assessment primarily describe resource availability, market attractiveness and infrastructure readiness, while the limits imposed by cultural heritage preservation are often treated as secondary constraints. The aim of the article is to elaborate a methodology for assessing the development potential of event tourism in Ukraine in which the preservation of tangible and intangible cultural heritage is a mandatory condition for the realisation of tourism opportunities. The study applies system analysis, comparison, generalisation, typologisation, decomposition and a multi-criteria approach. The evidence base comprises recent academic publications from 2021–2026 addressing event and cultural tourism, tourism-potential assessment, heritage management and sustainable destination development. The proposed applied unit of assessment is an event–heritage complex that combines an event, its cultural resource, the place, heritage bearers, organisers, service infrastructure and target audiences. The methodologyincludes indicator normalisation, weighting, calculation of a basic potential index, a heritage-preservation coefficient and a responsible-potential index. To prevent strong market or economic performance from compensating for critical losses of authenticity, exclusion of heritage bearers or an unacceptable condition of the heritage asset, a non-compensatory ‘heritage veto’ is introduced. A five-level interpretation scale and an implementation procedure for Ukrainian regions and territorial communities are proposed. The scientific novelty lies in combining integral assessment with a mandatory preservation filter and in distinguishing long-term development potential from the current admissibility of holding an event. The practical value of the methodology is its potential use in project selection, determining an acceptable event scale, preparing development roadmaps and monitoring cultural, economic and spatial effects.
